The clearances are the intersection of role, line, site, and jurisdiction. They include job-specific certifications such as forklift, overhead crane, confined-space, and lockout-tagout, machine-specific authorizations tied to the exact equipment the worker will run, fitness-for-duty and medical checks where the role requires them, and personal protective equipment issued and fitted. In the United States the work sits under OSHA standards for the hazard and the equipment. In Germany the Betriebssicherheitsverordnung governs who may operate which equipment, and the works council may hold agreements on how shifts are assigned. For a contractor, insurance evidence and site permits are added on top.
Provisioning spans systems that do not talk to each other.
A productive first shift also needs badge and door access, logins to the MES and line systems, a tool-crib or equipment issue, a locker and PPE, and a payroll and time-and-attendance record. Each of those lives in a different system, and each is provisioned by a different person who has other work that day.
